YOu can use under gravel filter plastic sheet as divider and section cups to to hold them. Wont cost you more than Rs.40.

If you not getting what you need, I thought of sharing my tank divider arrangement.
- Take a acrylic sheet, cut out the center portion leaving around 2 inches from all the sides.
- Now you need to cover this center portion by using a stainless steel wire mess(easily available at hardware shop), you can choose size of wire mesh even to keep small fry away from other tank mates.
- For fixing wire mess to acrylic sheet you can do riveting or using silicone. Wire mess can be sandwiched between two such acrylic pieces by silicone, mine is riveted.
- For replacing suction cups, place two glass braces on the top(width wise) with small gap left to pass the divider, divider height should be litter bigger than the aquarium height.
- Now you can slide your tank divider in or out whenever needs, look of the tank will not change much.

I can't sent the pic of mine as i am away from home.

If you want cost effective divider then use plastic mesh. Make the frame from PVC pipe and elbows. Ziptie the mesh on to the PVC frame. Snug fit the frame to your tank size :)
