Depending on what you have as substrate, rescaping might be risky with baby shrimps around. Disturbing the substrate will often cause ammonia spikes which the shrimps won't like. And trying to catch shrimps in a planted tank, babies or not, is a pita

I am not an expert on shrimps but here's either of what I would do:
1. Do the rescaping while the shrimp are still there, and immediately do a large water change with seachem prime. Continue daily smaller pwc's for 3-4 days to allow the cycle to stabilize
2. Move the adults to another tank, so no more babies are added to main tank. Wait till the current babies grow a little, then move them into parents tank, and then rescape.

Let's see what the experts say.

1st opt worked for me.
I did a 80% WC with 30+ shrimplets (0.5" and less than that too).
They were just moving all over the tank for some hours and everything was fine.
And performed 10% wc daily for my 15g for few days.
Abhisekh da can put some more light on this topic.

Do one thing, put a bottle trap and catch all the shrimplets first.
You can google out for the images and videos on making the bottle trap.

Repeat this thing for 3-4 days to ensure you catch all the shrimplets and then go ahead and proceed with rescaping the tank.
